My friend is required to have an SR22 financial responsibility form and I added him as an additional driver to my insurance policy and they issued a SR22 to the state, is he now covered to drive other cars?

Your friend should be able to operate any vehicle now if his license is valid and filing the SR22 was the only thing required of him by law to start driving again. He/She should be covered to operate other cars as long as the car owner’s insurance provider does not have an exclusion or issue about it.
The SR-22 provides liability coverage only so it would not cover any physical damage to the car he is driving. The owner of the car that he is driving would be the primary insurance coverage on the vehicle.

Typically, insurance providers are allowed to charge a nominal fee for filing the financial responsibility certificate (form) to the state. State laws vary but the SR-22 form filing fee is normally only $15 to $25.
The car insurance coverage bought that is associated with the SR-22 form will be rated according to different factors that normally go into rating an insurance policy, regardless of the SR-22 form filing. The rates are not different whether you are getting an SR-22 or not.
Your driving record is one of the the rating factor in the cost of car insurance so you are required to obtain and carry the SR-22, for reasons like reinstatement of your drivers license after a DUI suspension, it may affect your rates. However the SR-22 form itself does not go beyond the filing fee.
